Surah An-Nisa — Verse 53

The implied answer is a firm "No" — they have no real authority or ownership over anything, let alone the affairs of people.

The verse then exposes their true character: even if they were granted a portion of power or wealth, they would not give people even the tiniest amount — not even as much as the minute speck on a date pit. This is a vivid illustration of their extreme miserliness, envy, and selfishness. Their hearts are so constricted that they would withhold even the most negligible benefit from others, despite claiming superiority or entitlement.
