These were oppressors who had transgressed all bounds, enslaving the Children of Israel, killing their sons, and sparing their daughters, while their king arrogantly declared himself a god.

Allah instructed Musa to approach them with gentleness and wisdom, saying: "Will they not fear Allah?" — meaning, will they not be mindful of His punishment and abandon their disbelief, tyranny, and corruption? The call was not one of harshness or confrontation, but an invitation to reflection and repentance. Musa was to remind them that their power, wealth, and status would not protect them from the consequences of their actions, and that the only true safety lies in submitting to the Creator of the heavens and the earth.
